How to train dog to walk properly on a leesh.?

Pease help! My dogs are Minature Pinchers 1& 2 years old. They will not walk on a leesh correctly, they pull, tug, & practically walk me. I have tried treats to reinforce good behavior, stopping, etc. to no resolve. Any suggestions? I can't afford obedience cles at this time.
