Randy Orton Wrestlemania Title Shot?

What's the best way to screw him out of his shot, since they can't take it away? I would say have Scramble match for the Raw title at Wrestlemania (Orton, Cena, Jericho, JBL, Punk). That would diminish his chances to win the title.
