Who bests reflects neo-con values, Giuliani, or Mitt Romney, the candidate with a thousand faces?

Romney is whatever he thinks he needs to be from moment to moment. If he's courting the NRA, he's a mighty hunter (he owned a pellet gun once)... and if he's courting the religious right he's pro-life (when he used to be pro-choice). The guy is phoney as a three dollar bill.
