Can you wear ABU pants when off duty?

I have seen Army National Guardsmen wear the ACU pants with civilian clothes to go out to town and stuff, is it allowed? same with the ABU pants in the Air Guard, is that allowed? Just curious. My husband doesn't know about the ACU's, but wears the boots and coat all the time (yes he wears the coat and fleece jacket even in the summer lol.)
