I need to know the title to this Santa Clause Movie?

I remember watching this movie around 1998-2000. I have no idea what the movie was called so if anyone knows please tell me. All I can remember is that it was animated, not like a toddler's animation, like an actual cartoon animation. Also I remember one scene where there was a boy on a bed floating on like a green ocean surrounded by green mist and I think Santa Claus was taken through a black door, and it was the kid's fault. I also remember like a scene with tons of presents and toys. I know its not a lot to go on, but please help!
