Is voter apathy really a bad thing?

Problem is what does motivate people to vote. Dumb issues like banning gay marriage. People who get out and vote on issues like that don't care if we are at war, economy faltering, civil liberties being taken away, all that is good as long as people that mind their own business try and get married.
