What would be the "human breed standard"?

Humans would have to go through genetic testing including allergy testing. They would have to prove that they were mentally and physically sound. They would have to prove that they were intelligent, had common sense, were sensitive and didn't have many untrained vices. They would need to be free from disease and defects. Most likely like would be bred with like IE no mixing of the bloodlines or type. The parents would also have to prove that they were able to properly care for the child both financially, spiritually, and within normal bounds. .Of course this goes against everything that we are taught about love and ethics. Back in the day these things were tried through the use of prearranged marriages, slave breeding, during Adolf Hilter's time, and the fact that people didn't move from one area to the other as easily as they do now so spousal choices were limited.
