Whoopsa daisies,as used in film Notting Hill?

In the film Notting Hill Julie Roberts character Anna Scott laughs at Hugh Grant(william Thacker) because she says only little girls with blond ringlets use this phrase...but I know several people who use it.Do you know anyone else who does?
